Frank Decker has suffered trauma ever since his little sister became the victim of a sexual assault. He grossly disregards the rules during the investigation into pedophilia. He is suspended and ordered to undergo therapy, but continues to investigate on his own. When several child molesters are murdered, Decker becomes a suspect in the murder.
