Tax inspector Al Benjamin learns that Russian businessmen buying up gas stations in the US are planning a fraud. Before he can find out more, a merciless gang war breaks out in the Russian colony of Brighton Beach. Gas station millionaire Grischa Gold and five of his associates are shot in cold blood. Benjamin learns that a mysterious stranger is trying to eliminate the other Russian businessmen in order to take over their gas stations. Benjamin soon discovers a connection between the attacks, a powerful mafia boss, and a major US oil company.
